Hi Gene:
In Colorado, our UPIC JOA states that the state agency will approve the initiation of any review project. Also, not sure if you saw that the US OIG released a report earlier this month on their review of the UPICs: https://oig.hhs.gov/oei/reports/OEI-03-20-00330.asp
